Unpad Research Proposes Financing Strategies and Infrastructure Priorities for Bandung in the Post-Covid-19 Era

Bandung – The Covid-19 pandemic has had a significant impact on various sectors, including infrastructure development. The government was forced to reallocate budgets, resulting in reduced investment in infrastructure projects. In fact, infrastructure plays a crucial role in supporting both public life and state administration.

In response to this situation, researchers from Universitas Padjadjaran conducted a study to examine the direction of infrastructure development in Bandung City by reviewing the 2018–2023 Bandung City Medium-Term Development Plan (RPJMD). The study focuses on determining indicators and priority programs for post-Covid-19 infrastructure development, as well as formulating feasible financing schemes.

The research applied the Regulatory Gap Analysis (RGA) and Analytical Hierarchy Process (AHP) methods to identify and rank development program priorities. The findings highlight three main programs as top priorities for Bandung City’s infrastructure development: air pollution and climate change control programs, water resources facilities and infrastructure management programs, and road facilities and infrastructure management programs.

From a financing perspective, the study revealed that infrastructure development has been largely dependent on the Regional Budget (APBD). However, the heavy fiscal burden necessitates alternative financing schemes, such as Public-Private Partnerships (PPP). In this scheme, the government plays a role in regulatory aspects, while the private sector contributes to financing and implementing infrastructure development.

In Bandung City, several infrastructure projects have already been implemented using the PPP scheme, including public street lighting, urban parks, as well as commercial facilities such as factory outlets, cafés, and recreation centers. The study emphasizes that government–private sector collaboration is a strategic step to strengthen post-pandemic infrastructure development in Bandung. (SDGs 8)
